باید عبارت localhost رو وارد کنید

سلام لایسانس نرم افزارت درست فعال نشده از راهنمای زیر استفاده کنید
ESRI ArcGIS Desktop 9.3 Released by ZDS TEAM
Install Instruction by ZDS :

1-At the firest copy "License.efl9" file from "Crack" directory
into your Hard Disk. Then open it with txt editor application
such as "NotePad" and edit second line of it by replacing the
your computer name with "this_host".
2-Run "LMSetup.exe" from "Crack\License Manager" directory,
select "I received license file by email and ...", press
"Browse" button and select edited "License.efl9" and press
"Next" button to install ArcGIS License Manager.
3-Copy all files from "Crack\License Manager Crack" into
ArcGIS License Manager installed directory and replacing
existing ones.
Path : X:\Program Files\ESRI\License\arcgis9x
4-Restart your computer and then run "License Manager".
Note : Maybe have to Stop/Start Service to make it work.
5-Now run "Setup.exe" and install ArcGIS Desktop.
6-After finish installation, copy "fme_license.dat" from
"Crack\Data Interoperability" into "Data Interoperability Extension"
directory located at following path.
Path : X:\Program Files\ArcGIS\Data Interoperability Extension
7-Go to Start Menu->All Programs->ArcGIS and start "Desktop Administrator"
and set following options.
-"Software Product" : choose "ArcInfo (Floating)"
-"License Manager" : change to "localhost"
-"Availability" : select "ArcInfo Desktop (Floating)"
Note : In the pane below that selection "Availability" you should see a lot
of licenses.
8-When starting the different apps for the first time make sure to select all
extensions in the options menu
9-Finish

اگه مراحلی که انجام دادی رو به صورت دستوری بنویسی بهتر میتونند اشتباهت رو بهت بگن.

سلام باید برنامه رو غیر فعال بعد not set رو به localhost تغییر بدید و بعددوباره نرم افزار رو فعال و run کنید
